Streamlined Process for EU Citizens

‍

As an EU citizen and passport holder, you can expedite your Portuguese residency within eight weeks. To do so, follow these steps:

‍

1. Obtain the CRUE (Certificado do Registo de Cidadão da União Europeia): This is your EU Residency Certificate, typically obtained at the local council within a few days.

‍

2. Gather required documents:

‍

  • Portuguese NIF (tax ID number)
  • EU ID
  • Proof of address in Portugal for residency:

                                       - Rental contract for habitation purposes registered at the tax office

                                        - Title deed for own property

                                        - Attestation of residency issued by the local parish and witnessed by the property owner

‍

3. Submit the application:

‍

  • Apply for the CRUE at the local council
  • Submit the required documents to the relevant authorities

‍

‍

Process for citizens with existing residency cards or SEF/AIMA appointments

If you already have your residency card or have met with SEF/AIMA and await your residency card issuance, you can still apply for NHR tax status if you act early.

‍

1. Provide required documents:

  • Copy of the SEF/AIMA meeting certificate
  • Copy of your NIF
  • Copy of your ID
  • Login details to the tax portal (if applicable)

‍

2. Submit documents for NHR tax status application:

  • Send the required documents to the designated email address
  • Proceed with the NHR tax regime application process

‍

‍

Considerations for citizens traveling to Portugal with visas awaiting AIMA appointments

‍

If you are already in Portugal waiting for your AIMA appointment for residency card issuance, you can only become a tax resident if you act now in relation to your NHR tax status. The NHR tax scheme is expected to close in the next 2024 budget.

‍

Alternative route for tax residency: Expression of Interest

‍

For those committed to living in Portugal, an alternative route for obtaining tax residency before NHR tax status ends to new entrants. It is important to register your Expression of Interest application at the Emigration Office at the earliest opportunity due to delays with applications for non-EU citizens. While this is a longer residency process it will result in a visa being issued in time and avoid any future imposed deadline to new entrants to the NHR tax regime.

• This route is primarily intended for those genuinely planning to relocate to Portugal.

• It is based on registering your self-employment activity in Portugal.

• The NHR tax status application based on the expression of interest is charged only if NHR tax status is successfully obtained.
