Portugal claims world's top retirement spot for 2025

Portugal has secured the top position as the world's number one retirement destination for 2025, according to the Global Retirement Report. The country achieved an overall score of 92.61, excelling particularly in Quality of Life (2nd place) and Safety & Integration (2nd place).

This recognition reflects Portugal's comprehensive appeal to international retirees, combining exceptional safety standards, favourable visa regimes, affordable living costs, and world-class healthcare within a culturally rich European setting.

Portugal's designation as the safest country in the EU, as stated in the 2025 Global Peace Index, provides the foundation for its retirement appeal. The country maintains exceptionally low crime rates, with violent crime particularly rare.

Healthcare excellence at affordable rates

Portugal's healthcare system delivers world-class medical care at a fraction of the cost found in other developed nations.

The country operates both public and private healthcare systems, with many international residents choosing private coverage for enhanced convenience and English-language services.

Private health insurance starts around $50 per person monthly, though rates vary based on age and coverage requirements.

Medical tourism from other European countries to Portugal demonstrates the system's quality and value proposition. Prescription medications are significantly less expensive than in North America, with many common treatments available at substantial savings.

Cost of living advantages

Portugal offers exceptional value for money compared to other Western European destinations. Real estate costs remain competitive, particularly outside Lisbon and Porto, with luxury properties available at prices well below comparable markets in the UK, France, Italy, or Spain.

Daily living expenses, including dining, transportation, and utilities, typically cost 30-40% less than in northern European countries. Quality restaurants offer excellent meals at modest prices, while local markets provide fresh produce, seafood, and regional specialities at affordable rates.

Property maintenance, domestic services, and professional services all cost significantly less than in other developed European markets, allowing retirees to maintain higher living standards on fixed incomes.

The country's compact size and extensive road and rail infrastructure allow easy exploration of diverse regions, from coastal areas to mountain regions, historic cities to rural wine country. This geographic diversity enables retirees to experience different environments without leaving the country or dealing with complex international travel.

Cultural integration and language

Portugal's welcoming attitude toward international residents facilitates cultural integration. English is widely spoken in tourist areas, business districts, and among younger generations, though learning basic Portuguese enhances the living experience.

The country's rich cultural heritage, from Fado music to historic architecture, provides ongoing discovery opportunities. Portugal's position as a gateway between Europe and the Atlantic world creates a cosmopolitan atmosphere while maintaining traditional Portuguese character.

International communities exist throughout the country, providing social networks and support systems for new residents while encouraging integration with local communities.

Residency pathways for retirees

Portugal offers multiple pathways for establishing legal residency, each designed for different circumstances and investment capacities.

The D7 'retirement' visa programme provides the most accessible route for retirees with passive income. Processing times typically range from two to four months, requiring a minimum of €870 monthly income and proof of accommodation in Portugal. This visa allows for permanent residency after five years and citizenship eligibility thereafter.

Golden Visa programme for investors

Portugal's Golden Visa residency-by-investment programme serves high-net-worth individuals seeking European residency with minimal physical presence requirements. The programme grants the right to live, work, and study in Portugal, with visa-free travel across the Schengen Area and a pathway to Portuguese citizenship after five years.

Following reforms in 2023, the most popular option is to invest €500,000 in one or more qualifying alternative investment funds, such as the Portugal Future Fund.

Paul Sheedy, special advisor at the Portugal Future Fund, said: 

“We’ve seen an uptick in investors turning their interests to Portugal. The Golden Visa residency-by-investment programme continues to attract HNWIs looking to relocate to Portugal while also potentially benefiting from a €500,000 investment in one or more of the regulated and approved alternative investment funds for Golden Visa.

“Portugal offers not only stability but a high quality of life, low cost of living, and the opportunity to benefit from and contribute to the country’s economic growth.”

Applicants must maintain their investment for five years and meet the minimum annual residency requirements of just seven days.

The programme extends to family members, including spouses, dependent children, and dependent parents over 65. Golden Visa holders are not automatically Portuguese tax residents, providing flexibility in tax planning during the residency period.

Investment and market confidence

International confidence in Portugal continues growing, with record 4,987 Golden Visas issued in 2024, representing a 72% increase from the previous year. American citizens now constitute one of the largest applicant groups, indicating significant demographic shifts in Portugal's international resident profile.

Since its inception, the Golden Visa programme has generated over $7 billion in investment, demonstrating sustained confidence in Portugal's economic stability and growth prospects. This investment has supported infrastructure development, job creation, and economic diversification.
