Portugal is experiencing a renewed wave of overseas investment as interest in the country’s Golden Visa programme continues to climb.
Since its launch, the scheme has attracted several billion euros into the Portuguese economy, with estimates indicating that it has channelled around €9 billion in direct investment to date.
Following the removal of the property investment route, the profile of Golden Visa capital has diversified. Applicants are now directing funds primarily into regulated alternative investment funds.
This influx of high-net-worth investors is providing a measurable boost to the wider economy. Many spend extended periods living or travelling in Portugal, generating additional revenue for hotels, restaurants, retail outlets, and local service providers — supporting growth in tourism, hospitality, and consumer-facing sectors.

At a national level, the programme’s economic contribution is significant. According to a new report by the World Digital Foundation, the scheme has created more than €54 billion in economic impact for Portugal, reinforcing its position as a vital driver of foreign direct investment and state revenue.
The Portugal Golden Visa continues to attract global investors thanks to its favourable residency framework. Successful applicants gain visa-free movement across 29 EU Schengen countries, face minimal residency commitments of only seven days annually, and can progress towards dual EU citizenship and a second passport once they meet the required residency period.
Industry observers also note a clear shift in investor behaviour. Paul Stannard, founder of Portugal Pathways and the Portugal Investment Owners Club, points to the increasingly diversified nature of investor choices.
“What we’re seeing now is a far more sophisticated investor base,” Stannard said. “People are looking beyond property, choosing opportunities that support long-term economic value and contribute positively to Portugal’s regional and cultural development.”
