While the original draws were Portugal’s cost efficiency, a skilled workforce, and political stability, recent expansions of engineering and R&D operations by Google and Amazon highlight the country’s growing strategic importance.

These giants no longer seek mere outsourcing capacity; they are building full product teams, and Portugal’s high quality of life is a powerful attraction for international talent.

Homegrown champions and the ‘Talent Flywheel’

Portugal’s reputation is further bolstered by homegrown champions. OutSystems (founded in 2001) remains a global leader, providing a multi-billion-dollar, AI-powered low-code platform for tech enterprises.

Meanwhile, key aerospace players like Tekever – Portugal's newest deep-tech unicorn and valued at €1.2 billion in May 2025 – Caetano Aeronautic and OGMA, are creating a ‘talent flywheel’.

Former employees from these established firms are now founding or funding the next generation of startups.

Notable startups and emerging names driving this include Unbabel, an AI-powered language operations platform and Talkdesk, which provides cloud contact centre software with massive global reach

Sword Health, a digital health unicorn transforming physical therapy through AI is another, alongside Uniplaces, a leading marketplace for student accommodation.

Alongside these icons are dozens of early-stage companies in AI, fintech, and climate tech, many supported by venture funds like Indico Capital Partners, actively backing the ecosystem from seed stage upward.

This maturity was reflected in the 2026 Financial Times rankings, which listed 12 Portuguese hubs among Europe’s leading startup ecosystems.

In late 2025, Portugal officially surpassed the milestone of 5,000 active startups, while StartupBlink named Portugal ‘Best Total Startup Exit Value Ecosystem in Southern Europe’.

Why Web Summit chose Lisbon – and stayed

Few events symbolise Portugal’s rise more than Web Summit, which relocated from Dublin to Lisbon in 2016. The decision was driven by Portugal’s vibrant startup scene, robust infrastructure, and the city’s ability to host tens of thousands of international visitors.

Now one of the world’s largest technology gatherings, Web Summit annually attracts roughly 70,000 attendees. The event serves as a critical deal-making engine for investors and founders alike, cementing Portugal’s reputation as a serious innovation hub.

Investment outlook: A market coming of age

Portugal’s tech sector is no longer ‘emerging’ but entering a phase of consolidation and scale. Investment has grown rapidly, supported by government initiatives like Startup Portugal.

For investors, the opportunity is concentrated in early-stage innovation in AI and climate tech, startups ready for international expansion, and cost-efficient R&D hubs with high productivity.

Paul Stannard, chairman and founder of Portugal Pathways and the Portugal Investment Owners Club, said: “Portugal’s rise reflects a broader shift in global tech geography. No longer overshadowed by London, Berlin, or Paris, Lisbon is carving out its own identity: a high-quality, lower-cost, innovation-driven ecosystem with global reach.

“With Big Tech expanding, homegrown unicorns leading the charge, and events like Web Summit anchoring international attention, Portugal is no longer a hidden gem but a serious contender in the global tech economy.”
