Portugal does not offer citizenship by investment. The Portugal Golden Visa is a residency-by-investment programme: a qualifying investment leads to a renewable residence permit, and Portuguese citizenship is a separate application made later, once the residence and other requirements in force are met.
Searches for citizenship by investment in Portugal often follow research into programmes elsewhere, where a qualifying payment can lead to nationality. Portugal works differently, and that difference defines what the investment buys.
The Golden Visa is not the same as citizenship by investment, and the difference comes down to what the investment buys. A citizenship-by-investment programme, where one exists, grants nationality in exchange for a qualifying payment or investment, on terms that vary by programme. The Golden Visa grants residence rights in exchange for a qualifying investment, with citizenship available only later through a separate naturalisation application.
The Golden Visa grants residence permission in Portugal, not nationality. A Portuguese residence permit does not grant Portuguese or EU citizenship, and it does not confer residence, employment or establishment rights in other EU countries.

The Golden Visa grants residence rights in Portugal. The investment is the means of taking part, not the benefit itself.
Applications are assessed by the relevant Portuguese authorities, and approval is subject to meeting all legal and regulatory requirements. Routes and application steps are set out in full on the Golden Visa page.
Portugal visa investment under the Golden Visa follows one of the current qualifying routes, which include:
Qualifying routes and investment thresholds are set by Portuguese legislation and may change. Each route carries its own conditions, so confirm the current requirements with appropriately qualified professionals before relying on them. Eligible funds are compared in the Golden Visa fund index. Property purchase has not qualified since the end of 2023.
The Golden Visa relates to Portuguese citizenship only through a separate naturalisation application. Portugal Golden Visa citizenship eligibility runs through separate stages, each with its own conditions:
Portugal's Nationality Law was revised by Lei Orgânica n.º 1/2026, in force since 19 May 2026. Naturalisation is a separate application, subject to the nationality rules and eligibility requirements in force at the time. Requirements vary by nationality and individual circumstances; obtain qualified legal advice on how they apply to you.
Under the revised law, the residence period is counted from the date the first residence permit is issued, so time spent waiting for approval does not count towards it. Nationality applications submitted on or before 18 May 2026 continue under the previous rules.

The Golden Visa can be renewed without applying for citizenship, subject to the investment and stay requirements in force, and for many holders, Some holders may prefer to maintain renewable residency. Some nationalities cannot or do not want a second passport, so second citizenship in Portugal never enters their plans. The Golden Visa does not prevent a later naturalisation application, subject to the requirements in force.
For a full move to Portugal rather than low-presence residency, the D7, D2 and D8 routes require genuine residence in the country.
Buying property in Portugal does not lead to a Golden Visa or to citizenship. Property purchase stopped qualifying for the Golden Visa at the end of 2023.
Children included in a Golden Visa application may later be eligible to apply for Portuguese citizenship, but each naturalisation application is assessed individually under the nationality rules in force at the time. Eligibility depends on the child's own residence history and circumstances, so obtain qualified legal advice for each family member.
The ARI (Autorização de Residência para Atividade de Investimento) is the formal legal designation of the residence permit issued under the Portugal Golden Visa route. It is not a separate programme.
The Golden Visa residence card is valid for two years under current rules and can be renewed for further periods, subject to continuing to meet the investment and stay requirements in force.
