It comes after Portugal saw a drop in the number of serious and violent crimes.

The county’s safety record has long been one of its most compelling propositions for those considering relocation.

In 2025’s Global Peace Index, compiled by the Institute for Economics and Peace, and which measures across various sectors including safety and security, Portugal was ranked seventh in the world – rising from its position of eighth the year before.

By way of comparison, the UK ranked 30th, while the United States languished in 128th place.

Speaking after presiding over the Higher Internal Security Council in Lisbon, PM Luís Montenegro added that Portugal’s safety “is not to be taken for granted”, adding “it is a given, we want to permanently safeguard it”.

The meeting approved the Annual Internal Security Report which will be sent to the Portuguese parliament.

He added: “We have reasons to envisage a controlled situation in Portugal and to be able to present Portugal as a safe country.”

Among the PM’s priority areas was a “relentless fight” against domestic violence and steps to reduce the number of road accidents, despite a fall in the number of fatalities on its roads in 2025.
